Austrian municipal notgeld of this type was born from a coin shortage so severe by 1920 that villages and market towns across Upper Austria printed their own fractional notes simply to make change. Vöcklamarkt, a small market town in the Hausruckviertel district, was among hundreds of Gemeinden that issued under their own authority with no central oversight beyond a loose provincial framework.
The Gramlinger signature identifies the Bürgermeister responsible — a local accountability that distinguished Austrian Gemeinde notgeld from the more anonymous emergency issues of larger institutions. The JPR1117Ib designation places this within Jaksch's Upper Austrian regional classification.
