Vöcklamarkt is a small market town in Upper Austria, and like hundreds of Austrian municipalities in the aftermath of the First World War, it resorted to issuing its own emergency currency — Notgeld — to address a crippling shortage of small-denomination coins. The central authorities simply could not supply enough fractional currency to keep local commerce functioning. Gramlinger signed as Bürgermeister, giving the notes whatever legal weight a municipal seal could muster.
A print run of over twelve million for a village-scale issuer is striking. That figure almost certainly reflects regional distribution beyond Vöcklamarkt itself, a common workaround when neighboring communes lacked the administrative capacity to issue their own.
