Vöcklabruck is a small market town in Upper Austria, and this 50 Heller note is one of the thousands of Notgeld issues that flooded Austria between 1919 and 1921 when coin shortages made small-denomination exchange nearly impossible. The municipal authority — not a bank — was the issuing body, which was entirely normal for the period. E. Prietzel in Steyr handled a considerable volume of regional Notgeld printing during these years, supplying numerous Upper Austrian municipalities.

The Jaksc/Pick suffix "IIb" indicates a distinct variety within the series, likely differing in paper stock, ink shade, or a minor typographic detail from the "IIa" issue.
