Steinkreuz is a small village in Upper Austria, and like hundreds of similarly sized Austrian communities, it issued its own Heller-denomination emergency money during the coin shortage that gripped Austria from roughly 1916 onward. The Ortsgemeinde — the local municipal authority — rather than any bank or provincial body was the direct issuer, which is the norm for these Notgeld pieces but worth noting for attribution purposes.

Johann Riepl signed as Ortsvorsteher, the elected village headman. His signature is the sole guarantee backing this note — no banking institution, no treasury deposit.
