Steinkreuz is a small Austrian village, and like hundreds of similar communities during World War One, it issued its own emergency paper money — Notgeld — to compensate for the near-total disappearance of metal coinage from circulation. The wartime hoarding of copper and silver coins left even minor daily transactions impossible, and local municipalities were authorized to fill the gap with their own printed fractional notes. Riepl's signature as issuing authority was common practice: a local official lending formal weight to what was otherwise a hyperlocal scrip.
The underprint security feature is modest but deliberate — village-level issuers had limited printing resources and relied on simple colored backgrounds to deter copying.
