Zur Behebung der herrschenden Hartgeldnot gibt das Land Steiermark auf Grund des Landtagsbeschlusses vom 17. Okt. 1919 Gutscheine bis zu einem Gesamtbetrage von drei Millionen Kronen aus. Diese Gutscheine werden in der Zeit vom 6. Febr. 1920 bis einschließlich 29. Febr. 1920 beim Landesobereinnahmer Amt in Graz in gesetzliches Bargeld eingelöst.

Austrian Notgeld of this type was not the product of any central banking decision — it was issued by provincial and municipal authorities scrambling to fill a coin shortage that had become acute by 1919-1920, as the new Republic of Austria inherited a monetary system gutted by war and stripped of its silver. Styria issued its own emergency fractional notes independently of Vienna, and the 50 Heller denomination was among the most practically necessary, covering the gap left by vanished small coinage.

Steiermark Notgeld from this period was printed in substantial quantities but discarded rapidly once the coin supply normalized. Survivors tend to show heavy fold wear from actual pocket use.
