St. Veit an der Triesting is a small Lower Austrian market town in the Triesting valley, and this note is a Notgeld issue — emergency municipal scrip produced to address the catastrophic coin shortage that gripped Austria in the years immediately following the First World War. The imperial coinage system had effectively collapsed, and hundreds of small municipalities printed their own low-denomination paper to keep local commerce moving.
M. Engel & Söhne was a Vienna-based printing house responsible for a significant number of Lower Austrian Notgeld issues during this period, which accounts for the family resemblance many of these small-town notes share in their typography and layout.
