Seitenstetten's 50 Heller notgeld was issued amid the severe coin shortage that gripped Austrian municipalities following the collapse of the Habsburg economy. Small-denomination coinage had effectively vanished from circulation by 1919–1920, hoarded or melted, forcing towns and market communes across Upper and Lower Austria to commission their own emergency fractional currency. Emil Pnetsyer in Steyr handled the printing — a regional job-press operation, not a specialist security printer, which is exactly what most of these small-commune issues relied on.
Single-signature issues bearing only "Zwack" are characteristic of smaller Marktgemeinden where one official carried administrative authority for the instrument.
