Rossatz is a small wine-growing settlement on the south bank of the Danube in the Wachau valley, and this 50 Heller note is one of the thousands of Austrian Notgeld issues produced by municipal and market authorities during the currency chaos of 1914–1921. The Imperial and later republican government could not supply adequate small change, forcing even tiny communes to print their own emergency money — legally tolerated but technically irregular.

The Jaksch/Pick JPR0848a designation places this firmly within the Austrian local Notgeld series, where Rossatz-specific issues are scarce simply due to the commune's size.
