Austrian municipal notgeld of this type emerged from a severe coin shortage that began in 1916, when the Habsburg war economy stripped metal from everyday commerce. Gemeinden across Lower Austria were authorized — somewhat reluctantly by Vienna — to issue their own low-denomination emergency paper, and hundreds did. Ober-Grafendorf's series was printed locally by Sommer in nearby St. Pölten, a firm that handled a significant volume of regional notgeld work during this period.
The Jaksc catalogue suffix "a" indicates this is the first known type variant for the 50 Heller denomination, suggesting at least one subsequent printing or design revision exists within the series.
