Kollmitzberg is a small parish in Lower Austria, and this 50 Heller note is a product of the postwar Notgeld wave that swept Austrian municipalities between 1919 and 1921 — a direct consequence of the severe small-change shortage that followed the dissolution of the Habsburg monetary system. Hundreds of communes issued their own emergency scrip during this period, printed locally and redeemable only within the issuing community.

F. Kielar of Amstetten was a regional job printer, not a specialist currency house. Anton Rohrhofer's involvement as designer suggests the commune invested some care in the artwork — locally commissioned design was not universal in small-parish issues.
