Austrian Notgeld of this type emerged from a genuine monetary vacuum — the collapse of the Habsburg economy left small-denomination coinage almost entirely absent from daily commerce, forcing hundreds of municipalities to print their own emergency scrip between 1919 and 1921. Kirchdorf an der Krems, a market town on the Krems river in Upper Austria, issued through its Bürgermeister Schuchner, whose countersignature gave the notes whatever local legal weight they carried.

C. Prietzel of Steyr handled the printing — a regional firm pressed into service for dozens of similar municipal issues across Upper Austria during this period.
