Hallein's 50 Heller Notgeld from 1919 is part of the vast wave of Austrian municipal emergency money issued following the collapse of the Habsburg monarchy, when the new republic's central banking infrastructure was in no condition to supply small-denomination coinage. Individual Gemeinden were left to plug the gap themselves, producing notes that varied wildly in quality and design depending on local resources.
The Neumayr signature identifies the Bürgermeister who authorized issue — a legal formality that gave these otherwise informal instruments their thin veneer of official standing. Redemption was always theoretically guaranteed by the issuing municipality, a promise that not every town was ultimately in a position to keep.
