Austrian municipal notgeld of this type was issued in the chaotic post-WWI period when the central government could not supply enough small-denomination coinage to meet everyday demand. Hundreds of Austrian Gemeinden printed their own heller notes between roughly 1919 and 1922, creating a fragmented local currency ecosystem that the Austrian National Bank ultimately worked to retire.

Altmünster, a small market town on the Traunsee in Upper Austria, produced several denominations. The printing was local and rudimentary — quality control was entirely a municipal affair.
