Puchberg im Machland was one of hundreds of Austrian municipalities that issued their own emergency paper money — Notgeld — during the economic chaos that followed the First World War, when small coins vanished from circulation almost entirely. These municipal issues were a practical stopgap, not a monetary experiment, authorized under emergency provisions and backed by nothing more than local administrative credibility.
The official stamp served as the primary authentication device, which made forgery trivially easy in theory and almost pointless in practice — nobody was counterfeiting 50 Heller notes from a small Upper Austrian village.
