Paraguay switched to brass-plated steel for this denomination sometime in the mid-1990s as part of a broader cost-reduction program — the original solid brass KM#191 had become increasingly expensive to produce relative to the coin's face value, a chronic problem for low-denomination issues in economies dealing with persistent inflation. The plating transition is the sole meaningful distinction between the two catalog types.
