Chinese municipal grain ration coupons of this type were administrative instruments, not currency — issued by local grain bureaus under the state rationing system that persisted in parts of China well into the early 1990s. Shishou, a county-level city on the Yangtze in southern Hubei, would have used these to control flour or grain allocation at the household level. The 50-gram denomination is among the smallest in common municipal issue, reflecting how precisely the system tracked entitlements.
National grain rationing was formally abolished in 1993, making 1989 one of the final years of full systemic operation before regional wind-downs began.
