Obverse description Central field features a stylized millet plant or floral spray motif within an inner beaded circle, flanked by the two-character reign title 光緒 (Guangxu) reading vertically at right and 元寶 (Yuanbao) reading vertically at left. The outer legend, arranged around the beaded border, reads 吉林省造 (Made in Kirin Province) at the top, with the cyclical date characters 己亥 (Year 36, 1899) at right and the denomination 庫平三錢六分 (3 Mace and 6 Candareens, Kuping standard) at the bottom. The overall design is executed in a flat relief typical of late Qing provincial milled coinage, with a fine milled outer edge.

Reverse description Central device depicts a detailed front-facing Chinese dragon in high relief, coiled with its head facing forward and claws extended, surrounded by cloud and flame motifs filling the field. The upper legend reads KIRIN PROVINCE in Latin capitals separated by raised dots, while Manchu script flanks the dragon on both sides reading ᡩᠠᡳᠴᡳᠩ ᡤᡠᡵᡠᠨ (Daicing Gurun, Great Qing). The lower legend reads 3 CANDARINS 6, also separated by raised dot stops, denoting the coin's weight denomination. The entire design is contained within a beaded inner border, with a finely reeded outer rim characteristic of late Qing provincial silver coinage.
