France held the rotating EU presidency in the second half of 2008 — a term that collided almost immediately with the collapse of Lehman Brothers in September. Nicolas Sarkozy's government found itself chairing emergency summits on financial crisis response rather than advancing its planned legislative agenda. The Monnaie de Paris issued this piece to mark the presidency's opening, before anyone knew what the following six months would demand of it.
