Finland held the European Union's rotating Council Presidency for the second half of 2006 — its second such term since joining in 1995. The commemorative was issued under the Bank of Finland's authority to strike collector pieces denominated in euros, a right retained by member states under the eurozone framework, which reserves circulating coinage design to national discretion while fixing technical standards centrally.
The bimetallic construction was produced by the Mint of Finland in Vantaa, one of the few national mints still operating as a state-owned entity at the time of striking.
