The Banco Nacional Ultramarino, though headquartered in Lisbon, functioned as the currency-issuing authority for Portugal's overseas territories rather than for the metropole itself. This 1938 series was produced by Bradbury Wilkinson at their New Malden works, a firm whose intaglio printing was among the most technically accomplished available to colonial issuers in the interwar period.

Three signature combinations are recorded for P#75 — a relatively high number for a single date issue — suggesting extended use of the printed stock across multiple board compositions over several years. The pairing of different senior signatories with the constant António dos Santos Viegas implies he held a durable administrative post while the governing directorate turned over around him.
