This is one of the America the Beautiful commemorative notes issued by the American Banknote Corporation under its private "Educational Currency" program — not legal tender, not issued by the Federal Reserve or the Treasury, and carrying no monetary authority whatsoever. They are fantasy notes produced for the collectibles market, trading on national imagery and a denomination format designed to imply official status.
Polymer substrate was a deliberate choice to signal modernity and longevity to buyers, but no government mandate required it. The Yellowstone series came alongside dozens of similar park-themed denominations released the same year.
