The Marshall Islands' commemorative silver program of the 1990s was issued under a licensing arrangement that contracted production to private mints — primarily in the United States — rather than a sovereign mint facility. The Republic itself has no minting infrastructure. These pieces circulated legally as tender but were designed entirely for the collector market, never entering everyday exchange.
KM#329 falls within a prolific run of Marshall Islands issues from this period, many of which were produced in quantities that have suppressed secondary market premiums despite .999 silver content.
