The Marshall Islands began issuing commemorative coinage in 1986 following the Compact of Free Association with the United States, which granted the republic self-governance while retaining U.S. defense obligations. The F-15 Eagle entered U.S. Air Force service in 1976 and by the mid-1990s had accumulated a combat record without a single air-to-air loss — a distinction the program's advocates were actively publicizing during this period.
