The Cook Islands ran an aggressive commemorative program through the late 1980s and early 1990s, contracting the New Zealand Mint and other private facilities to produce collector silver in volumes that had little to do with the islands' own monetary needs. This Lynx issue was part of that output — a series driven largely by the international bullion collectibles market rather than any domestic circulation requirement.
