Cook Islands' 1990 wildlife series occupied an awkward diplomatic niche: a self-governing territory in free association with New Zealand, issuing collector coinage under its own authority for a market that was overwhelmingly foreign. The grizzly bear had no local relevance whatsoever — these pieces were designed and distributed almost entirely for the North American collector market, with the Cook Islands government earning licensing revenue while retaining nominal issuing rights.

Mintages for this series were tightly controlled and distributed through Franklin Mint-affiliated channels.
