The Cook Islands ran an aggressive commemorative program through the early 1990s, licensing coin designs through external distributors — primarily the New Zealand-based firm Pobjoy Mint and various offshore partners — resulting in a flood of gold and silver issues that had little organic connection to the islands themselves.
