Cook Islands issued a wave of silver collector pieces in the late 1980s and early 1990s under licensing arrangements that had little to do with local monetary needs — these coins were designed and marketed almost entirely for the international numismatic trade, with New Zealand managing Cook Islands' currency affairs throughout the period. Most never came close to the islands themselves.
