Cook Islands ran an aggressive commemorative program through the late 1980s and early 1990s, contracting much of its production to foreign mints and licensing wildlife themes with little connection to the islands themselves. The cougar — native to the Americas — has no geographic or cultural tie to Polynesia. These issues were designed primarily for the collector export market, sold through distributors in Europe and North America rather than circulating domestically.
