The Perth Mint's 2008 dolphin bullion series was part of a broader push by the Australian government to compete directly with the Canadian Maple Leaf and South African Krugerrand in the investment-grade market. The .9999 fineness standard — four nines rather than the three used by most competitors at the time — was a deliberate commercial differentiator, first achieved by Perth in the 1980s using refining techniques developed for its gold processing contracts in Western Australia.
