Cook Islands was among the most aggressive issuers of commemorative silver in the late 1980s, producing dozens of collector pieces through licensing arrangements that had little connection to the islands themselves. This 1989-dated issue anticipating the 1992 Games — both Albertville in winter and Barcelona in summer — was part of that commercial wave, struck years ahead of the events it nominally commemorates.
KM#60 is one of several Cook Islands issues from this period produced by foreign minting contractors rather than any facility on the islands, which have no mint of their own.
