Niue has operated as a prolific licensing hub for commemorative coinage since the 1990s, issuing coins under New Zealand's currency umbrella while contracting production almost entirely to outside mints — this piece almost certainly originates from a European facility, most likely in Poland or Germany. The orca subject has no particular connection to Niue itself; the island sits in the South Pacific roughly 2,400 kilometers northeast of New Zealand, well outside the range of killer whales.
