The seal bears the legend PUBLIC SEAL OF NIUE around its circumference, with the Niuean motto ATUA NIUE TUKULAGI on a scroll below, accompanied by two crossed paddles. The field is divided diagonally into polished and matte sections, creating a striking two-tone contrast. The right and lower portions of the field are filled with intricate traditional Niuean ornamental motifs and geometric patterns.
