| Obverse description | The obverse features the crowned Public Seal of Niue prominently displayed in the upper left quadrant, enclosed within a decorative wreath and surmounted by a royal crown. The seal bears the legend PUBLIC SEAL OF NIUE around its circumference, with the Niuean motto ATUA NIUE TUKULAGI on a scroll below, accompanied by two crossed paddles. The field is divided diagonally into polished and matte sections, creating a striking two-tone contrast.
