Anne Veski is an Estonian pop singer who rose to prominence in the Soviet Union during the 1980s, achieving a level of mainstream success unusual for an artist from one of the occupied Baltic states. That a Niue gold issue should carry her image is entirely a product of how the island's numismatic program works: Niue licenses its coinage authority to private minting operations that produce legal-tender collectibles with essentially no ceiling on subject matter, from cartoon characters to foreign celebrities.

Niue's population sits under 2,000. It has struck coins honoring hundreds of subjects it has no cultural connection to whatsoever.
