The Marshall Islands began issuing commemorative coinage in 1986 following the Compact of Free Association with the United States, which granted the republic self-governance while retaining U.S. defense responsibilities. The blue whale issues of the early 1990s coincided with heightened IWC moratorium enforcement — commercial whaling had been formally suspended in 1986, and the species remained critically depleted from decades of industrial hunting that had reduced global populations by an estimated 70 percent before protections took hold.

KM#115 was struck by the U.S. Mint on behalf of the RMI government.
