Issued to mark the occasion of the Gulf Cooperation Council's tenth anniversary summit, hosted in Abu Dhabi in 1990 — the same year Iraqi forces invaded Kuwait, an event that would define Gulf politics for the following decade. Whether the timing of that invasion influenced the distribution of this issue is unrecorded, but commemorative releases from the UAE during this period were produced in strictly limited numbers for collectors rather than circulation.
KM#17 is among the earlier silver commemoratives struck under the joint authority pairing Sheikh Zayed of Abu Dhabi and Sheikh Rashid of Dubai, who died in October 1990 shortly after this coin's release.
