The Sharjah City for Humanitarian Services was founded in 1979 by Sheikh Sultan bin Mohammed Al-Qasimi to provide education and rehabilitation for people with disabilities — an institution that predated most comparable government-run programs in the Gulf by decades. This coin was issued under the authority of President Khalifa bin Zayed Al Nahyan, who had not yet formally assumed the presidency at the time of striking; he succeeded Sheikh Zayed in November 2004, making the dating of this issue sit at an unusually precise political transition point in UAE federal history.
