The "Coup d'état" designation here is unusually candid for a state-issued commemorative. Tunisia's 1987 removal of Habib Bourguiba by Prime Minister Zine El Abidine Ben Ali was officially framed at the time as a medical incapacitation — seven doctors signed a certificate declaring Bourguiba unfit to govern — but by 2003 the Ben Ali government was comfortable enough with its own grip on power to call it what it was on the coin itself.
The Arabic-legend variant was issued alongside a French-legend counterpart, KM#448, distinguishing the two for different audiences within the same commemorative program.
