Baltona — formally Przedsiębiorstwo Handlu Zagranicznego Baltona — was a Polish state foreign-trade enterprise that operated a network of hard-currency shops accessible primarily to merchant sailors, port workers, and select foreign nationals. These vouchers functioned as a scrip substitute for Western currency, allowing the Polish state to capture foreign exchange earnings from seamen without permitting direct circulation of dollars or Deutschmarks. The 1973 dating places this squarely in the Gierek-era expansion of Poland's maritime trade infrastructure.
The watermarked paper is notable for a domestic issue of this type — most similar Eastern Bloc scrip relied on print complexity alone.
