Part of the Perth Mint's ongoing James Bond licensing arrangement with Eon Productions, this piece was issued to coincide with the broader commemoration surrounding Licence to Kill — the 1989 film notable for being Timothy Dalton's second and final Bond outing, and the last Bond film distributed by United Artists before MGM restructured the franchise's distribution entirely. The production itself was famously the first Bond film shot primarily in Mexico rather than the traditional mix of British studio work and exotic locations.
