Tuvalu has operated as a prolific licensing partner for Perth Mint-produced collector coins since the 1990s, its sovereignty providing the legal issuing authority while Australia handles all production. The arrangement suits both parties: Tuvalu generates revenue from licensing fees on issues it could never mint domestically, and Perth Mint gains access to international intellectual property deals — including Disney, DC, and Marvel — under a foreign sovereign's name rather than Australia's own.
Marvel licensing for coin programs of this type requires approval through Disney's consumer products division, which has tightened design controls considerably since the 2009 acquisition.
