Vilaplana is a small municipality in the Baix Camp comarca of Tarragona, and like hundreds of other Catalan and Spanish towns, it issued its own fractional emergency currency during the Civil War after the Republic's coinage supply collapsed in 1936–37. These locally printed vales and bitllets filled an immediate transactional void — small-denomination coins had vanished into hoarding almost overnight.

The Turró catalogue documents over three thousand such municipal issues from across Republican-held Spain, which puts the scarcity of any individual piece in sharp perspective. Vilaplana's output was tiny even by the standards of the series.
