Vilanova del Vallès was one of hundreds of Catalan municipalities that issued emergency small-change notes during 1936–1937, when the Civil War disrupted coin supply so severely that local councils became de facto monetary authorities by necessity rather by design. The Ajuntament printed through C.A.M. — Tipografia Centre d'Administració Municipal — a Barcelona printer that handled a substantial volume of these municipal emergency issues across the region.
Turró catalogues this as #2861, placing it within a well-documented but still locally scarce series. Municipal issues from smaller towns like Vilanova del Vallès survive in genuinely limited numbers; most circulated hard and briefly before the Nationalist advance and subsequent peseta consolidation rendered them worthless.
