Vilanova de Bellpuig is a small municipality in the Pla d'Urgell comarca of Lleida, and like hundreds of Catalan towns it resorted to locally printed emergency fractional currency during the Spanish Civil War after the Republican government's coin supply collapsed in 1936–37. These ajuntament-issued notes — often called "moneda local" or "bitllets de necessitat" — filled an acute shortage of small change caused by hoarding and the disappearance of silver and copper coinage from circulation.

At this size and on card stock, survival in any condition is the baseline challenge. The Turró catalogue documents the full breadth of this Catalan municipal emission phenomenon; #2836 places this piece firmly within that wartime necessity series.
