Vilalba dels Arcs is a small municipality in the Terra Alta comarca of Tarragona, and like hundreds of Catalan and Aragonese towns during the Civil War, its local council was forced to print emergency fractional currency after the Republican government's coin supply effectively collapsed in 1936–37. Imprenta Bassa in Mora d'Ebre served as the practical printing resource for several surrounding municipalities in the region, which is why notes from otherwise unrelated councils in Terra Alta share recognizable typographic similarities.

Turró's catalog documents well over 2,000 such emergency emissions from this period, and the sheer number of issuing bodies — many with populations under a thousand — means surviving examples range wildly in scarcity. Vilalba dels Arcs had fewer than 800 inhabitants at the time.
