Tornabous is a small municipality in the comarca of l'Urgell, inland Catalonia, with a population that barely exceeded a few hundred in the 1930s. During the Civil War, the collapse of small-denomination coinage across Republican Spain prompted thousands of local councils — many far larger than Tornabous — to issue their own emergency paper fractional currency. The Catalans called these notes *moneda local* or *val*, and the Generalitat eventually attempted to regulate the chaos, with limited success.

The Imprenta Crònica Targarina, based in nearby Tàrrega, printed emergency currency for several l'Urgell municipalities during 1937, making it a regional hub for this peculiar wartime production. Turró catalogs this emission as #2524.
