Tivenys is a small municipality in the Baix Ebre comarca of Tarragona, and like hundreds of Catalan and Valencian towns during the Spanish Civil War, its local council issued emergency paper fractional currency when coin shortages became acute after 1936. The Republican government's inability to maintain adequate small-denomination coinage in circulation forced even villages of a few hundred inhabitants to improvise their own fiduciary instruments — a phenomenon documented across thousands of municipalities, which is precisely why Turró's catalog runs to such extraordinary length.

The single official stamp constitutes the primary authentication device, which was typical of the smallest issuers working without access to specialist printers.
