Sella is a small municipality in the Alicante province of Valencia, and like hundreds of Spanish towns during the Civil War, its local council issued emergency paper fractional currency when Republican-zone coinage effectively vanished from circulation in 1937. These consejo municipal issues were produced with whatever printing resources were locally available — often a job printer in the nearest sizable town — and authorized under the chaotic framework of wartime municipal autonomy rather than any central banking structure.
The Gari Montenegro reference remaining unnumbered indicates this piece had not been fully catalogued at time of publication, which is not unusual for the smaller Alicante provincial issuers. Survivorship is largely a matter of accident.
