Rosell is a small agricultural municipality in the Baix Maestrat comarca, and like hundreds of Spanish towns during the Civil War, its municipal council issued emergency fractional currency when Republican-zone coinage essentially vanished from circulation — hoarded, melted, or simply absent. The Consejo Municipal issues of 1937 were a purely local stop-gap, acceptable only within the village and its immediate surroundings, and many were redeemed or destroyed once the war moved through the region.

The Gari Mon catalogue documents this as the fourth variant of the series, suggesting the council issued multiple distinct types — unusual for a municipality this size.
