Roquetas de Mar was one of hundreds of Spanish municipalities forced to issue emergency fractional paper money during the Civil War after the Republic's silver and copper coinage vanished almost entirely from circulation — hoarded, melted, or simply stranded on the wrong side of the front. These local emergency emissions, collectively known as billetes de necesidad, were authorised by decree in 1936 and typically produced with whatever printing resources the town council had on hand.
